Vizcarra Cabinet Reshuffle

On July 15, Peruvian President Martín Vizcarra swore in the new Ministerial Cabinet, headed by Prime Minister Pedro Cateriano to replace Vicente Zeballos. Cateriano returns to the Presidency of the Council of Ministers after four years, as he was Prime Minister at the close of the Ollanta Humala administration (2011-2016). Likewise, Vizcarra appointed the new figures to head up the Health, Environment, Labour, Production, Transport and Communications, Foreign Trade and Tourism sectors.

Ministry of Foreign Trade and Tourism

Vizcarra appointed Rocío Barrios to replace Edgar Vásquez. Barrios formerly served as Minister of Production. A lawyer who graduated from the University of San Martín de Porres, she also has a postgraduate degree in Finance and Business Law from ESAN and a master’s degree in Public Management. Barrios was part of the Ministry of Economy, the Institute of Radio and Television and the Presidency of the Council of Ministers.

Ministry of Labour and Employment Promotion

For this portfolio, the Executive appointed Martín Ruggiero Garzón to replace Silvia Cáceres. Ruggiero Garzón has a specialization in labor law from the Universidad de Lima, and studied at the University of Virginia Law School. Until this appointment, he worked as an associate attorney at Payet Rey Cauvi Pérez, specializing in procedural, labor and immigration law.

Ministry of Transport and Communications

Vizcarra appointed engineer Carlos Estremadoyro as the new minister to replace Carlos Lozada. Formerly the Deputy Minister of Transport and Communications, Estremadoyro holds a degree in Civil Engineering from the Pontificia Universidad Católica de Perú. He also has over 30 years of experience in developing and directing studies and executing public works, specializing in road infrastructure and project management.

The Ministerial Cabinet is completed by the following officials:
Ministry of Economy and Finance: María Antonieta Alva was ratified in the position she holds since October 3, 2019.
Ministry of Production: José Antonio Salardi was appointed to replace Rocío Barrios. Salardi served until recently as Vice Minister of Mype and Industries.
Ministry of the Environment: The president appointed attorney Kirla Echegaray Alfaro as the new minister.
Ministry of Health: Vizcarra appointed Pilar Mazzetti as the new Minister of Health in place of Victor Zamora.
Ministry of Justice: Ana Neyra replaced Fernando Castañeda Portocarrero, who took office on February 13.
Interior Ministry: Jorge Montoya was sworn in as the new minister, replacing Gastón Rodríguez.
Ministry of Foreign Affairs: Mario Juvenal López Chávarry is the minister of this entity
