Costa Rica Announces Plans for Reopening and Issues Airport Regulations

On May 11, the Costa Rican President Carlos Alvarado presented a schedule contemplating four stages of economic opening. Restaurants may open in the first phase, which is to start on May 16. Also the Executive branch published a decree establishing that international passenger flights may only land at the country’s main airport, Juan Santamaría International Airport. 

Regarding economic reopening, in the first phase (May 16-31), restrictions on the use of vehicles during the daytime will be extended, running from 5 am to 10 pm Monday through Friday, whereas stores with health permits will be allowed to operate. Restaurants may open on weekdays until 10 p.m. In the second phase (June 1-20), restaurants and parks may also open at the weekends.  

Bars may operate in the third stage (21 June to 11 July) on weekdays at 25% capacity while cinemas will be allowed to open at the weekends. School classes and sporting events involving the public will be reopened in the last phase (July 12 to August 2).

The decree regarding flights being allowed to land at the Juan Santamaría International Airport does not however mean that the bars inside the airport can operate. There are four other air terminals in the rest of the country which can receive cargo flights. The measure is to be in effect throughout the State of Emergency.
