Ministry of Health advances in the implementation of electronic prescriptions and medical records in the country

On February 18, the Ministry of Health (Minsa in Spanish) approved the administrative directive that establishes the transaction standard for electronic prescriptions in the prescription and dispensing of medicines and other pharmaceutical products. Along the same lines, the Minsa published the technical document for the implementation of the Electronic Health Record Information System (SIHCE in Spanish) in Health Service Provider Institutions (IPRESS in Spanish) and regional governments of the first, second and third levels of care. 

The administrative directive that establishes the transaction standard of the electronic prescription establishes the electronic prescription procedures automatically, so that the patient can then receive or acquire the medicines necessary for his or her treatment. With the implementation of this system, the prescription can be generated from anywhere in the country, it will be transmitted to a single platform, migrating the information to the single medical record in which the prescriptions of the whole country will be stored, thus, any pharmacy or public or private pharmacy will be able to access it for its attention.

On the other hand, the technical document for the implementation of the SIHCE details the responsibilities regarding the confidentiality of personal and clinical information, as well as the use of electronic and digital signatures in the documents generated by the system. To this end, the Ministry of Health and the IPRESSs that use this system are responsible for complying with the security measures established for information management aimed at ensuring the confidentiality, integrity and availability of the information.
