Ministry of Culture participates in presentation of UNESCO report on cultural diversity and OSIPTEL will organize a forum on advances in telecommunications

On February 9, we are writing to inform you that the Ministry of Culture participated in the presentation of the United Nations Educational, Scientific and Cultural Organisation’s (UNESCO) world report on the protection and promotion of cultural diversity. The ministry’s representative, Laura Martínez, indicated that the entity collaborated with the international organization to hold meetings throughout the country with the aim of progressing on the National Plan for the Recovery of Cultural Industries and the Arts, which will be presented in March 2022. Likewise, the Supervisory Body for Private Investment in Telecommunications (OSIPTEL in Spanish) announced that it will organize a virtual forum to present regulatory advances in the national telecommunications sector. 

According to the UNESCO report, Peru has excelled in the implementation of measures to safeguard diversity in cultural expressions, including: the network of Public Management in Cultural Industries and Arts of Peru of the Ministry of Culture, the co-financing programme for innovative companies in the creative sector of the Ministry of Production, and the programmes in indigenous languages of the National Institute of Radio and Television of Peru (IRTP in Spanish). On this basis, UNESCO’s Representative in Peru, Ernesto Fernández Polcuch, declared that together with the Ministry of Culture “they will continue to encourage the commitment to strengthen national cultural governance”.

On the other hand, the document proposes as recommendations in the elaboration of policies for the protection of cultural expressions, investing in the production of content, guaranteeing fair remuneration for creators of online content, and applying greater regulations on audiovisual services on the Internet. It also suggests that countries implement more measures to guarantee the diversity of agents that can participate in the digital creative economy, as well as to stimulate actions in favor of preferential treatment for artists and cultural professionals from developing countries.

Meanwhile, OSIPTEL reported that the points to be addressed at the event are related to the regulation of telecommunications services, the milestones achieved in public telecommunications services, regarding fee reductions, projections, measures taken to empower users with greater access to information, among others. In addition, it will detail the challenges to be overcome in order to access better telecommunications services.
