MEXICO
On February 10, the Chamber of Senators announced the legislative agenda of the ruling party MORENA. Among its priorities are to move forward with an initiative on cybersecurity, the regulation of labor rights of platform workers and the appointments of the new president of the Federal Economic Competition Commission (COFECE in Spanish) and the commissioners of the Federal Telecommunications Institute (IFT in Spanish). Likewise, the priorities of the opposition parties Movimiento Ciudadano (MC), Partido Revolucionario Institucional (PRI) and Partido de la Revolución Democrática (PRD) were also known. All these parties will seek to promote their agendas until the end of the current ordinary session.
MORENA’s priorities
This space will seek to move forward with an initiative containing the General Cybersecurity Law. Regarding this text, no details were given yet as to whether they will move forward with an initiative already presented, or if a new text on the matter will be presented during these sessions. On the other hand, it is contemplated to move forward with reforms to the Federal Labor Law on labor rights of workers in digital platforms.
On the other hand, among the priorities is also to move forward with the appointment of two commissioners of the IFT for the conformation of the Governing Body of the entity. Regarding this issue, it should be clarified that in case these appointments are not approved by February 28, the IFT will operate with a plenary composed of only 4 commissioners, since Adolfo Cuevas will reach the end of his term of office by then.
Finally, among the bloc’s priorities is also to move forward with the appointment of the new president of the COFECE.
Opposition agendas
On the opposition side, MC’s priorities include:
- promoting reforms to defend the rights of financial services and telecommunications users;
- advancing the inclusion of digital technologies and cryptocurrencies in financial services; and
- review the legal mechanisms in labor matters to guarantee the rights of workers in digital platforms.
