Extension of Benefits of the Emergency Assistance Program for Labor and Production

On April 20, the Government issued Decree 376/2020, extending the scope of the Emergency Assistance Program for Labor and Production, which provides benefits to employers and workers affected by the health emergency. It allows for the postponement or up to a 95% reduction in employer contributions and a supplementary salary for private sector workers and came into effect on April 20.

This regulation allows the Executive Branch to continue reducing employer contributions. In addition, zero-rate loans will be granted to single-income earners and self-employed workers with a State guarantee covering interest rate payments. These are also available to people who signed up for the Simplified Regime for Small Taxpayers as well as workers and the self-employed, with a 100% subsidy of the total financial cost.

The Supplementary Salary will consist of a sum paid by ANSES to employed workers if their employers comply with certain requirements. The amount is equivalent to 50% of the worker’s net salary for February 2020, and may not be less than one minimum wage or more than twice the minimum wage.
