Executive Launches Consultations on Dividends and Green Bonds: Regulates Financial Information

On July 22, the Ministry of Finance opened a public consultation on the dividend tax. Likewise, the Directorate of National Taxes and Customs (DIAN, for its acronym in Spanish) issued a resolution applicable to financial entities. Finally, the Colombian Financial Superintendency (SFC, for its acronym in Spanish) opened a consultation to regulate the issuance of green bonds. Below are further details on each topic:
The Ministry of Finance opened a public consultation on a draft decree to regulate tax levied on dividends. This regulation provides guidelines on the treatment of dividends and shares of taxpayers who are partners or shareholders in companies that have opted for the unified tax under the Single Tax Regime (SIMPLE, for its acronym in Spanish). In other news, the DIAN issued a resolution establishing information requirements for financial entities. The new regulations stipulate the content, technical aspects and deadlines for the presentation of the information to be provided by the Financial Institutions Subject to Reporting to the entity. This measure will apply for the 2020 tax year and will take effect on January 1, 2021.
The SFC opened a public consultation on a draft circular and a technical document to regulate the issue of green bonds on the stock market. The purpose of this regulation is to allocate a greater amount of resources to projects with a positive impact on the environment.
