The Executive Branch has passed the technical document underpinning the National Plan for the Implementation of the Electronic Medical Records Information System for Health Services Providers (IPRESS for its acronym in Spanish) for the first level of care. The plan adopted on July 8, will cover the 2019-2021 period and put a digital infrastructure into place so patients and professionals can access information from their electronic medical records.

This Plan establishes three implementation phases for the development of the National Electronic Health Record Registry: Foundational, Intermediate and Advanced and provides details about each phase, its activities, and strategic and regulatory components. It also addresses infrastructural issues and the approach towards managing change. In addition, it indicates the strategic actions to be carried out with the institutions and identifies key actors for each phase.

Both the Intermediate and Advanced phases are likely to be modified and changes incorporated so that they can be improved in line with environment conditions, government management efforts and subsequent technological advances.
