Executive enacts law to increase funds for high-cost treatments

On January 4, the Executive Power promulgated a law creating more resources to cover the treatment of highly complex and costly pathologies through the National Solidarity Resources Fund for Health (Fonaress, in Spanish). This initiative modifies Article 3 of the legislation setting up the organization, which establishes the way in which it will be financed. The text is already in force.

This proposal defines that the Fund can obtain financing in the following ways: 5% of the proceeds from the Selective Consumption Tax currently applied to cigarettes imports and manufacture; 5% of the proceeds from the Selective Consumption Tax currently applied to the import and manufacture of alcoholic beverages; 100% of lottery prizes not delivered because the winner did not present themselves; and 10% of the proceeds from Taxes on Dividends and Profits (IDU), bequests and donations in general.
