On February 11, the Ministry of Foreign Trade (Mincetur), through Supreme Decree N° 001-2021-MINCETUR, published the Regulations of the Legislative Decree that establishes provisions for the reactivation, continuity and efficiency of operations related to the logistics of foreign trade. The regulation establishes the procedures to digitalize the processes of operators and public entities linked to the entry and exit of goods. The decree is already in force.
The resolution states that foreign trade operators must digitalize the administrative procedures related to the entry or exit of goods and means of international transportation. These will be carried out on the basis of digital documents or data received through electronic platforms with authentication mechanisms, such as the use of SOL key, DNI key or others, properly authorized.
For its part, Mincetur will implement in the Foreign Trade Single Window a module for the exchange of information between foreign trade operators called MIIO. In turn, for the development and operation of MIIO, the National Customs Superintendence will allow Mincetur permanent access by electronic means to the entry and exit cargo manifest, as well as to the registration and status of authorizations to operate to international cargo agents and customs warehouses involved in the operation.
