On January 20, the Finance Ministry published a resolution authorizing the government to issue foreign public debt securities for an amount of USD 1,671,464,000, and  enabling an external public debt management operation for USD 1.9 billion,  which is already in force. 

External public debt securities will be subject to the financial conditions determined by the Banco de la República. Likewise, the payment of principal, interest, commissions and other concepts related to external public credit operations will be exempt from all kinds of taxes, fees, contributions and levies of a national nature only when it is made to persons not resident or domiciled in the country.
