The Executive Branch issues the extent of the Knowledge Economy Law

On January 14, the Productive Development Ministry issued a resolution defining the activities and sectors promoted by the Knowledge Economy Law, and explaining the categories for investment in training and R&D. The new resolution clarifies the following points: eligibility for benefits will be evaluated on the basis of sales and numbers of personnel; people living in vulnerable areas will be afforded an extra 10% benefit to complement employer contributions. In order to access the promotion regime, beneficiaries must report any investments received over the last 12 months before registration. Percentage increases will be set for any additional requirements making up the biennial revalidation for eligibility under the regime. Finally, the resolution details the sanctions that may be applied following audits or in the event of noncompliance with the obligations enshrined in the promotion regime.

The activities included in the scope of the measure are computer and digital services; audiovisual production and post-production; biotechnology; services related to electronics and communications; professional export services; satellite industry; the general manufacture, adjustment, maintenance and introduction of goods and services; R&D activities.
