On November 20, the National Tax and Customs Directorate (DIAN, for its acronym in Spanish) opened a public consultation on the draft resolution to develop the use of the electronic sales invoice as a security, issuing the corresponding technical annex. The registration of the electronic sales invoice as a security (RADIAN, for its acronym in Spanish), allows the registration, consultation, circulation and traceability of these invoices, as well as any events associated with them. Likewise, the RADIAN will be composed of their users and includes the functions required to comply with the authorization, creation, transmission, validation, delivery and registration of these events.

The requirements for registration include the expiry date of the electronic sales invoice, acknowledgment of its receipt, the receipt of the good or of the services provided and their express or tacit acceptance or claim if these are not delivered. Once all requirements and events have been validated, the Issuer or Legitimate Holder must express the will to circulate the Electronic Sales Invoice as a Security Title in RADIAN.
