Bills to Promote Income and Access to Medicines

On September 28, legislator María Martina Gallardo (Podemos Peru) presented a bill detailing extraordinary measures to open up access to biological products and medicines. Congresswoman Mónica Saavedra (Acción Popular) also presented an initiative to authorize the exceptional entry and use of vaccines and drugs against COVID-19 and other pandemics. A committee is likely to be set up to discuss these measures in the next few days.

Draft Bills to Bolster Access to Biological Products and Medicines

Bill  6311 aims to authorize the manufacture, import, storage, distribution and sale of drugs with phase III clinical studies (through a provisional health registry). These drugs will be exempt from the payment of the VAT, municipal promotion taxes, customs duties and other import taxes.

Initiative to Authorize Import and Use of Medicines 

Initiative 6301 proposes reducing the timeframe authorizing the entry and use of vaccines and drugs against the coronavirus, as well as any other form of pandemic, to two days. The text also indicates that if the authorities do not pronounce themselves within that period, “positive administrative silence” will be applied.
