Executive Branch Defines New Guidelines for Contracting LaaS and PaaS Cloud Service

On September 23, the Executive Branch updated the guidelines for contracting cloud services in the form of Infrastructure as a Service (IaaS) and Platform as a Service (PaaS). Access the new provisions for the development of requirements and technical specifications by clicking here.

Based on this measure, the National Office of Information Technology (ONTI, for its acronym in Spanish) announced that it was calling on cloud service providers (such as Amazon Web Services, Microsoft, Google, IBM, Huawei and Oracle) to draw up service applications using standard functional characteristics. They are also required to develop a strategy for cloud service deployment in the state apparatus working together with the state telecommunications company, (ARSAT, for its acronym in Spanish).

It should be noted that the Executive Branch, through ARSAT, is currently working on promoting the use of State cloud computing services in order to promote investments in technology, create value-added services and provide public sector agencies with the tools required to adopt new technologies effectively.

Regarding ARSAT’s role, in a statement issued this afternoon, the ONTI said that “we understand that ARSAT is not only an infrastructure provider, but also an active agent driving public policies to transform the State which is at the service of the people, promoting new private sector business opportunities and allowing the various units within the Public Sector to select from different cloud service providers including the state-owned company.”
