Congress Rejects Vizcarra’s Cabinet

On August 4, the Peruvian Congress failed to deliver a vote of confidence in the Council of Ministers chaired by Pedro Cateriano, with a total of 54 votes against, 37 in favor and 34 abstentions. Following this decision, President Martín Vizcarra must now propose a new cabinet of ministers. The Executive branch is expected to announce the new appointments in the next few hours. 

The provision or not of a vote of confidence is an institutional mechanism through which the Legislative branch can endorse or reject the cabinet of ministers of the Executive branch. In the event that the vote is forthcoming, it translates into political support from Congress for the government’s management. 

Vizcarra must present a new government team which must then be validated by the Legislative branch. Based on the Peruvian Constitution, if the Congress rejects the new proposal for cabinet members, the President must end the term of the congressmen and call for a new legislative election.
