Executive Issues Regulation for Delivery of Medications for Chronic Patients: Includes Them in Fast-Delivery Customs Shipments

On July 21, the Ministry of Health (Minsa) adopted Resolution No. 507-2020-MINSA, listing the technical criteria for delivering medications, other pharmaceuticals and medical devices for chronic patients. Likewise, the Minsa approved a Health Directive covering comprehensive health care provided to those with non-communicable diseases in the context of the COVID-19 pandemic. 

The technical criteria issued by the Executive stipulate that the medications will be delivered to patients at Specialized Institutes and National and Regional hospitals receiving the First Level of Care, through the “Getting to you” program.

Through the Health Directive the Minsa ensured that medical prescriptions issued electronically have sufficient legal value to be used in pharmacies and at the Institutions administering Health Insurance Funds.

On the other hand, the Executive Power included in the special customs regime affected by Regulation which covers rapid delivery shipments of medicines required to treat cancer, HIV / AIDS and diabetes. 

The regulation establishes that the drugs under the subheading 9809.00.00.40 whose FOB value does not exceed ten thousand US dollars must be imported by the person being treated and be accompanied by exceptional import authorizations granted by the National Authority on Pharmaceutical Products, Medical Devices and Health Products.
