Executive Approves Authorized Exporter Regulations

On June 13, the Executive branch issued Supreme Decree No. 005-2020, approving the Authorized Exporter Regulations, a measure expected to reduce the cost of shipping Peruvian products.

The Ministry of Foreign Trade and Tourism (Mincetur, in Spanish) approved this regulation which, according to Sayuri Bayona, Deputy Minister of Foreign Trade, will allow exporters to carry out their own certification of origin of goods in a “flexible and independent” way without the need to to run this past a public certification body.

The regulations establish that Mincetur will be the competent authority responsible for granting the designation of approved exporter. Exporters obtaining it may issue their own certificates of origin to be granted tariff preferences in export destination countries.

The document details the requirements to be met, such as presenting a commitment signed by the exporter offering all the guarantees necessary to verify the originating status of the goods, to the satisfaction of the competent authority.
