Pro-government Deputy Pablo Carro Presents Bill to Create National Connectivity Plan

ARGENTINA
On June 16, the pro-government deputy and president of the Communications and Informatics Committee Pablo Carro presented a bill to create the National Connectivity Plan with educational priority. This initiative is supported by 28 Frente de Todos legislators and declares that access to the Internet is a human right and universal service.
The text does not yet have a parliamentary status, so it was not sent to committees. However, it will probably be sent to the Communications and Education Committees.
The key points include the following:
- The objectives of the National Plan are to guarantee geographic coverage, digital inclusion and access to essential services for the entire population.
- Telecommunications companies may set their prices, but the State may also regulate them for reasons of public interest.
- Internet providers must provide an inclusive plan with a differentiated rate.
- During the COVID-19 lockdown, the State will establish free access and navigation by mobile devices on educational platforms.
