Executive Branch Publishes Measures Mitigating COVID-19 Impact

On March 18, the National Superintendency of Customs and Tax Administration (SUNAT, for its acronym in Spanish), through Resolution No. 058-2020/SUNAT, has ordered the implementation of a set of measures to provide greater liquidity and relief to taxpayers in the current context of the National State of Emergency declared through Supreme Decree No. 044-2020-PCM as a result of COVID-19. 

As part of the measures promoted by the Executive, companies will be able to request the advance release of drawdown funds. In this sense, SUNAT will give all companies the possibility of advancing the release of funds from their drawdown accounts, in order to have more resources to face the emergency. The companies will be able to request the release of these funds as from Monday March 23, accessing funds accumulated until March 15. 

Regarding split payments of tax debt, SUNAT has established that taxpayers who, due to the current emergency situation, are unable to pay their dues in the month of March, will not miss out on the chance to make split payments on their tax debts. Likewise, the presentation of electronic books (inventory and balance book, fixed asset register, cost register, among others) was postponed for a period of one month.

On the other hand, Economy Minister María Antonieta Alva said these measures were implemented with the aim of providing both businesses and individuals with greater liquidity to “cushion” the impact of this emergency on their economy. Similarly, she said that together with Resolution No. 054-2020/SUNAT implemented by Sunat specifically for Micro and SMEs, the idea is to mitigate the impact of COVID-19.
