ECUADOR

On February 4, the Legislative Administration Council (CAL, for its acronym in Spanish) sent the bill that ensures transparency and Regulates the Lobby for Citizen Participation and the Social Control Committee. The regulations seek to regulate lobbying activities to bring transparency to the operations of interest groups, the issues dealt with by authorities and employees of public sector bodies and agencies. The committee is expected to begin studying the bill in the coming weeks.

The norm proposes creating a public register of lobbyists and interest managers for each body and institution and intends to set up a public agenda which would include information about the meetings held, the agreements and the topics.

One of the principles guiding this regulation is equality of treatment as it proposes that authorities and public servants mete out equal treatment to persons, organizations and entities requesting hearings on the same subject.
