PANAMA

On January 10, the Logistics Business Council (COEL, for its acronym in Spanish) delivered to the Executive branch a proposal containing the most important issues affecting the sector, and possible solutions. There was also a request for progress on the Single Maritime Window (VUMPA, for its acronym in Spanish), for the interconnection of the Customs Free Zone and for the promotion of e-commerce. The president of the entity, Antonio García, explained that the Executive’s National Logistics Strategy 2030 is “positive and is progressing at a normal pace.” The COEL anticipated working closely with the National Customs Authority (ANA) to update Law 30 of 1984, regarding actions to combat smuggling.

According to Garcia, the first months of the National Government were “positive” for the sector, thanks to the inter-institutional tables promoted by President Laurentino Cortizo, to foster agreements in the sector. Highlights worthy of mention include the implementation of technological advances to interconnect 22 state institutions, expediting procedures with public agencies. The association also pointed to the implementation of the Panama Hub, allowing the interconnection of ports to facilitate maritime traffic.

The COEL, which represents 20 private sector entities from the logistics sector announced that they will continue working with the Executive, in pursuit of different objectives specifically the reform of Law 30 of 1984 in the areas of smuggling and customs fraud. The COEL also seeks to promote reforms to “modernize and strengthen the entity”.
