Bill to Voluntarily Extend Debt Terms Under Local Jurisdiction Presented to Congress

On September 19, the Executive Branch presented a bill to Congress concerning the voluntary extension of debt repayment terms under local jurisdiction. The text assigned to the Budget and Treasury, and Finance Committees was signed by President Mauricio Macri, Finance Minister Hernán Lacunza and Cabinet Chief Marcos Peña.

 

The initiative was due to be tabled in August after Lacunza presented a package of economic measures aimed at reining in the devaluation affecting the country after the primaries. However, it was postponed due to the failure to reach agreement with the opposition. It is not yet known when the debate will begin or whether it will get the votes necessary to become law.

 

The bill modifies the conditions of debt under local jurisdiction in the medium and long term, totaling US$ 32 billion. It also applies a collective action clause, which establishes that if 66% of the bondholders accept the re-profiling proposal, the rest must comply with a minimum of 50% in kind, as explained by the Ministry of Finance.
