TIAR allows for diplomatic and military cooperation among the countries of the continent in the face of intra- or extra-regional aggressions levelled against them. Members may, in resolving a conflict, first choose to break off diplomatic relations with the aggressor state and establish an economic blockade, for instance. As a final resort, TIAR permits the use of military force “in the exercise of the right to legitimate defense” which is also in accordance with the legal concept of States’ international responsibility to protect citizens from human rights violations.
