What do the agreements signed between the ruling party and the opposition say?

  1. That the parliamentary coalition of the PSUV and its allies would return to the NA. PSUV refrained from participating in the institution’s sessions in 2016 when the Supreme Court of Justice (SCJ) declared the NA in contempt.
  2. The negotiation of a new members for the National Electoral Council (CNE).
  3. Setting up of a working group to analyze institutional issues such as the working of the National Constituent Assembly (ANC), overturning the ruling of contempt against the NA and preserving the balance of powers. 
  4. The SCJ would need to re-open the cases of those deemed to have been illegitimately detained.
  5. Compliance with international law in the dispute over the Esequibo territory would be required, which is currently occupied by Guyana but claimed by Venezuela.
  6. Lifting of the imposition of economic sanctions that, the parties contend, violate international law.
  7. Implementation an oil-for-food programme, similar to the humanitarian mechanism that the United Nations applied to Iraq between 1995 and 2003.
