Executive Branch publishes regulations of the National Digital Transformation System

On September 27, the Executive Branch approved the Regulation of the National Digital Transformation System, which aims to strengthen the access and the inclusion of digital technologies in the country. The regulation establishes a roadmap to promote the development of the digital economy, e-commerce, digital governance, and innovation in favor of the economic and social development of the country. In the same way, the decree promotes digital governance with the participation of the public and private sectors and social organizations.  

The regulation stipulates that tools will be implemented for the exchange of information between state entities and private sector organizations, especially with micro and small enterprises, in order to promote the digital economy. In addition, the decree will promote the creation of enterprises based on digital and emerging technologies for the development of electronic commerce in the country. To this purpose, actions and initiatives will be deployed to create enabling conditions for digital innovation in the public and private sectors.

On the other hand, the regulation opens the possibility of publication of open data by the private sector, in order to favor the design of public policies. Likewise, it establishes the promotion of digital intermediation platforms and disruptive business models for the development of the digital economy, e-commerce and digital talent, in favor of the advancement of the national digital transformation process.
