On June 14, the head of the Tax Administration Service (SAT in Spanish), Raquel Buenrostro, announced that the future tax reform will be included in the Fiscal Economic Package (PEF in Spanish) 2022. It will seek to improve tax revenues, although it will not include new taxes. This reform would focus on digitalising tax procedures and improving the taxation of large taxpayers. The tax changes would be attached to the PEF 2022, which will be presented to Congress on 8 September 2021.

The official stated that the tax changes would not be “traditional”, emphasising that there would be no tax increases, but that there would be administrative facilities to simplify taxpayers’ procedures for paying contributions. In this way, Buenrostro pointed out that “what we are looking for is fiscal justice, that everyone pays what they have to pay, no more and no less”.

Likewise, the head of the SAT mentioned that in order to improve revenue, work will be done in two ways: combating informality and improving the collection of taxes from large taxpayers. In this sense, she explained that for her entity, in terms of taxation, what has been obtained thanks to the auditing of large companies has been beneficial, and that is why efforts will be intensified in this sector, although collection policies will be applied “at all levels of income”.
