Congress enacts law that guarantees minimum internet speed

On June 2, the Peruvian Congress enacted the law that guarantees the minimum speed of internet connection and monitoring of internet service provision in favour of users. The law raises the minimum speed of internet services contracted in urban and rural areas from 40% to 70%. It also creates the National Internet Service Monitoring and Surveillance Register (RENAMV, in Spanish). The law is already in force.

The document states that internet service providers must guarantee 70% of the minimum speed offered in contracts with consumers or users, and established in their plans (postpaid, prepaid and others), with the aim of promoting competition in the telecommunications sector to “maximise” the benefits for consumers, mainly in terms of accessible prices and the quality of services offered.

RENAMV will be the entity in charge of establishing the measurement of internet speed service, which will be published on a monthly basis on its official website and/or in applications for electronic devices. In addition, the Telecommunications Private Investment Supervisory Body (OSIPTEL, in Spanish) will monitor and control this entity.
