International Relations Committee approves report for second debate of the Personal Data bill

ECUADOR

On April 6, the Sovereignty and International Relations Committee of the National Assembly of Ecuador approved the report for the second debate on the Personal Data bill, with seven votes in favor. The initiative seeks to protect the rights of citizens regarding the processing of their personal, economic and social data. The text of the report will be ready in the short term. Now the bill goes to the plenary of the Assembly for its second and final debate.

The report includes the observations of Assembly members Fabricio Villamar (Ahora 65) and Pedro Quirichumbi (CREO). In this sense, it includes a general provision so that no public or private entity may charge fees for information delivery services, based on the data of the applicants. A provision was also included so that the charges for information delivery services to indigenous people and nationalities is made by means of native subsidy, in ancestral languages. 

On the other hand, Juan Sebastián Salcedo, representative of the Ecuadorian Chamber of Innovation and Technology (CITEC, in Spanish), explained the importance of regulating the data protection certifying entities, so that they have harmony with the proactive responsibility and self-regulation, and assuring that these concepts determine that companies may voluntarily comply with the codes of conduct.
