On March 1, the President of the Nation, Alberto Fernández, inaugurated the 139th regular session of Congress during the 2021 Legislative Assembly and confirmed that the agreement with the International Monetary Fund will be sent to the Legislative Branch. “There is no more room for recessive adjustments. The agreed program will be sent to the National Congress to guarantee sustainability and transparency as State policies,” he said.

On the other hand, the president announced that he will initiate a criminal complaint for fraudulent administration and embezzlement of public funds against those who took on the public debt during Mauricio Macri’s administration. “For us to put an end to the adventures of mortgaging the country, it is necessary that borrowing not be free, that those responsible are held accountable for their actions and stop circulating with impunity by giving economics classes in the country and the world,” he said.

He also indicated that this year Argentina must pay 3,826 million dollars, in 2022 it must pay 18,092 million dollars and in 2023 it must pay 19,186 million dollars. “Only in 2024 the payment of the debt is canceled by paying 4.921 million dollars,” he said.

In this sense, he highlighted: “It is imperative that we all affirm our commitment to never again allow suffocating debt to be generated from irresponsible borrowing.”

In addition, the president announced the sending of the following bills to Congress:

  • Incentives for electromobility to encourage the use of lithium.
  • Tax incentives for the automotive industry and the creation of a Mobility Institute.
  • Promotion of agro-industrial production.
  • Use of cannabis cultivation for industrialization purposes, including medicinal and industrial use.
  • Improvements to strengthen national drug purchases.
  • Promotion of the hydrocarbon industry.
  • Declaration of the emergency of public services.
  • Higher Education Law.
  • Regulation of Article 280 of the Civil and Commercial Code to establish details on the review of the constitutionality of the norms applied in judicial sentences.
  • Reformulation of the Council of the Magistracy.
  • Promotion of the Court of Guarantees.
  • Promotion of the establishment of trials by jury for the punishment of serious crimes at the federal level.
  • Renewal of the rights of native peoples.

He also asked Congress to move forward with the processing of the draft bill that raises the minimum income tax floor (presented by the President of Deputies, Sergio Massa) and with the initiative that recategorizes and grants moratoriums to monotax holders (promoted by the director of AFIP, Mercedes Marcó de Pont).
