Peru Begins work on a Bill to promote and develop ICTs

On June 14, the Committee of Transport and Communications debated a bill introduced by Wuilian Monterola Abregu (Fuerza Popular – opposition) to promote the development of technologies of information and communications. To study the initiative in depth, the committee received contributions from private companies. They will continue analyzing the bill next Tuesday.

On June 14, the Committee of Transport and Communications debated a bill introduced by Wuilian Monterola Abregu (Fuerza Popular – opposition) to promote the development of information and communications technologies, with input from private companies. The committee plans to continue analyzing the bill next Tuesday.

The bill seeks to promote telecommunications and ICT services in Peru and proposes encouraging private investment in the networks and services providers on a continuous basis. It also seeks to protect user privacy and focuses on the principles of network neutrality and continuity as well as ensuring free and fair competition.

Claro, a leading mobile telephony company, indicated in its presentation that it is vital to improve communications infrastructure and ensure better legal certainty and the rule of law.

The company also called for a reduction in regulatory interventions by the Executive and the liberation of the radio spectrum frequency allocations, recommending that legislators consider how best to guarantee the security of the eventual 5G network in the country to mitigate content piracy.

Legislators listened to the company’s proposals and subsequently agreed to advance in the analysis of the articles at the next meeting on Tuesday 18. Legislators will continue to receive opinions from private sector representatives in their next meetings and also plan to hold an international forum to evaluate similar experiences in the region.
