Economy Committee assessed Executive amendments to electronic signature bill

On Tuesday, October 9th, the Chamber of Deputies´Economy Committee analyzed the bill that amends Law No. 19,799 on electronic documents, electronic signature and certification services (Exp. 8466). The Committee studied the amendments incorporated by the Executive. They are focused on giving the General Secretariat of the Presidency (SEGPRES) increased powers in the management of these new tools. Ramon Valente, Minister of Economy, and Julio Pertuzé, in charge of the Economics of the Future Unit of the Ministry were in charge of presenting them. The committee will continue with the debate next Tuesday.

 

In the meeting, the Executive Branch’s amendments to the bill were debated. The new prerogatives granted to the SEGPRES, in the process of certification of the electronic signature and its role as guarantor of the same one stand out. They also aim to establish that SEGPRES, together with the Ministry of Economy, will be in charge of issuing the future implementing regulations of the law, in a period of no more than ninety days.

 

The Executive expected that the bill would be passed in this meeting, but the committee decided to postpone the vote. This was due to the fact that many of the current members did not participate in the first debate of the bill, which dates from the Piñera´s first presidency, so they requested more time to evaluate its content. That is why it was decided that next week, a new meeting will be held, where contributions from new actors will be received. If there is an agreement between legislators, it could be passed.
