Report on President Iván Duque’s tax reform
Colombia
20 septiembre 2018

During the presidential elections that took place on May 27st -first round- and June 17th -second round-, the winner and current President of the Republic Iván Duque (Centro Democrático) promised to introduce a tax reform to the National Congress if elected, arguing that this would be necessary to stimulate companies and encourage competitiveness.

A month after taking office, Duque and his team are still working on their tax reform bill. The bill is expected to be introduced to Congress before the start of the legislative recess on December 16th. Meanwhile, the independent Cambio Radical party has introduced its own tax reform bill. In a scenario where Duque does not have a guaranteed legislative majority, he will have to negotiate with other parties to get their support, which will probably lead to modifications to the original idea of the governing party.

This report on the Tax Reform bill on which the President of the Republic Iván Duque is currently working on includes a list of all the tax reforms in the country since 1990, the details of the initiatives coming both from the governing party and the independent party Cambio Radical, as well as an analysis of the role that political parties will play in Congress and how the debate will develop and ensue in both legislative chambers.
