Economist Carlos Oliva took office as Minister of Economy and Finance (MEF) this afternoon June 7th. Oliva was chosen by President Martín Vizcarra to replace David Tuesta.

The new minister has previous experience in this portfolio: he served as Deputy Minister of Finance between August 2011 and May 2015. During that term he highlighted the role of the “Budget by Results” methodology as a tool for designing public policies. He also pointed out the importance of improving the State’s tax collection performance and the reduction of tax evasion and avoidance, arguing that “everyone must pay taxes.”

His first assignments will include the evaluation of the increase in the Selective Consumption Tax (ISC) issued during David Tuesta’s term, and the Ad Hoc committee that will be in charge of large companies’ tax debt. Oliva must also continue the work that its portfolio has been developing in cooperation with Congress to promote a tax reform during the next semester, one of the country’s commitments in the framework of its accession to the OECD.

Profile of the new minister

Oliva is a specialist in public management and graduated as a Master of Economics at Georgetown University. Between June 2015 and August 2016 he was the director of the Central Reserve Bank (BCR) of Peru. In November 2015 he joined the Board of Directors of the National Center for Strategic Planning (Ceplan). Before joining the Peruvian public sector, Oliva worked as an economist and external advisor of the Inter-American Development Bank (IDB).
