Initiatives of the Popular Consultation pass first debate in the National Assembly

This week the National Assembly continued working on the initiatives promoted by the Executive Branch that puts into motion the proposals approved in the Popular Consultation, held February 4th. On March 6th, the National Assembly held the first debate on the derogation of the Capital Gains Law. Meanwhile, the Consultation Committee approved the first report to discuss the amendments to the Council for Citizen Participation and Social Control Law. On March 9, it was debated for the first time in the floor.

Capital Gains Law

The most relevant aspect of the Referendum was the derogation of the Capital Gains Law, which establishes a tax on extraordinary profits in rural and urban properties. On March 6, it was analyzed on the floor of the Legislative Assembly in its first debate. After that, the bill was passed on to the Consultation Committee, that must prepare a second report. It is expected that the second debate will take place on March 16th where the Law will be definitely rejected.

Council of Citizen Participation

The reform of the Law of the Council of Citizen Participation and Social Control is moving forward in the National Assembly. On March 6th, the Consultation Committee approved the first report that enabled the start of the debate in the floor of the National Assembly. That debate took place last March 9th. The criteria and mechanisms for the election of the directors were at the center of the discussion.

Until such mechanisms are clarified, the Council of Citizen Participation and Transitory Social Control will continue to function normally. This week it focused on the problem of transparency and analysis of the performance of the previous management.
