PER. The creation of a National Drug Control Authority is proposed

On February 1st, Leg. Gilbert Felix Violeta Lopez (Peruanos por el Kambio, ruling party) introduced an initiative that creates and establishes the functions of a Commission that promotes the formation of the National Authority for the Control of Processed Foods and Drugs (Autoridad Nacional de Control de Alimentos Procesados y Fármacos). The bill has not been debated yet, since the Congress is in recess until March 1st.

According to the bill, the Commission must be composed of nine members and will be chaired by the Minister of Health. Other members will be one representative of each of the following institutions: Ministry of Production; Ministry of Agriculture; General Directorate of Health (Dirección General de Salud – DIGESA); General Directorate of Medicines, Supplies and Drugs (Dirección General de Medicamentos, Insumos y Drogas – DIGEMID); National Service of Agrarian Health (Servicio Nacional de Sanidad Agraria – SENASA); National Fisheries Health Agency (Organismo Nacional de Sanidad Pesquera – SANIPES); the President of the National Institute for the Defense of Competition and the Protection of Intellectual Property (Instituto Nacional de Defensa de la Competencia y de la Protección de la Propiedad Intelectual – INDECOPI) and the President of the National Quality Institute (Instituto Nacional de Calidad – INACAL).

The bill’s fundamentals indicate that within a period of 120 working days this Commission must analyze, determine and regulate the merger of DIGESA, DIGEMID, SENASA and SANIPES. In addition, it will determine the functions and responsibilities of the National Authority for the Control of Processed Foods and Drugs.
