The Government will not convene extraordinary sessions in February. This was announced at a press conference last Tuesday by the Chief of Staff, Marcos Peña, who said that the projects that remained pending last year (the labor reform and the capital market bill, among them), will be treated in ordinary sessions, starting on March 1.

After making that announcement, the Chief of Staff gave room to questions from the media. Consulted on the DNU of debureaucratization of the State (DNU Nº 27/2018), Marcos Peña stated that “this path of promoting investment and employment promotion is really urgent”, and said that this DNU, like any other, will be discussed in the context of the Permanent Bicameral Commission of the Congress.

When addressing the progress of the economy, Peña described it as “positive”, stating that Argentina is emerging from a “crisis zone”. “As regards core inflation – which does not include regulated services – it is on a clear downwards path,” he added.

In turn, Peña reaffirmed that in 2019 and 2020, the financing of the National Treasury by the Central Bank will be completed, which is one of the central elements through which inflation is generated. He also said that the goals of reducing the fiscal deficit, primary spending and tax reduction are being achieved in a growing economy.

Peña denied that the Government has changed the inflation targets for the Central Bank, since these were always established by the Government. In this sense, Peña said that the Government has always set inflation targets, and maintained that the Central Bank has full autonomy and support from the Government to choose the best tools to achieve those goals.

He also referred to the political reform, announcing firstly they will have an internal debate inside CAMBIEMOS, to then work with the rest of the political forces to reach a consensus on the matter.

With regard to the role of the CGT, Marcos Peña said that the Labor Reform emerged with the agreement of the workers’ union. At the same time, he clarified that if the CGT wants to include modifications from the Executive, they are open to studying the changes.

He stressed that the reform is a beneficial project for workers. He emphasized:

  • Labor regularization
  • Extension of licenses
  • Paternity licenses
  • Improvements in training before the productive and technological transformation.

At the same time, he indicated that “there is no labor reform, but a permanent reformism” to improve the labor context. He stressed that this objective will be achieved through joint policies, including the updating of the Labor Risks Law to reduce judicialization and productive agreements for various sectors.

He closed the conference by highlighting: “We have left the zone of economic crisis and we are on the path of development and that allows us to face together these challenges, which are many, but which can be resolved.”
