A BILL ON THE CENTRALIZED PROCUREMENT OF MEDICATIONS IS UNDERWAY IN COLOMBIA

The Ministry of Health is working on a draft resolution that establishes the criteria for the centralized procurement of medications for patients diagnosed with priority diseases.

The bill is framed within the Colombian Efficient Procurement Program, in effect since 2011, and the PAHO/WHO Regional Revolving Fund for Strategic Public Health Supplies (Fondo Rotatorio Regional para la Adquisición de Productos Estratégicos de Salud Pública OPS/OMS), agreed upon by the Ministry of Health and Social Protection.

The regulation provides that the centralized procurement of medications for the treatment of priority diseases not covered by the Health Benefits Plan will be determined by the relevant technical areas within the Sub-Ministries of Public Health and Provision of Services and Social Protection based on the following criteria:

  1. Related epidemiologic and demographic information.
  2. Validation of services and technologies that are not covered by the UPC (Unit of Payment by Capitation) benefits plan.
  3. The scientific evidence available regarding the effectiveness and safety of the treatments.
  4. The expected impact of the treatment provided.
  5.  Availability of resources.
